Arnos Grove CPZ Preliminary Consultation
Overview
This consultation sets out the Council’s preliminary proposals for extending the boundary and controlled hours of the Arnos Grove CPZ.
Newly built homes bring the need, and opportunity, to consider revised parking management measures to offer the best balance to local parking arrangements.
What is being proposed?
An extension of the zone boundary is proposed, as shown on the plan provided, to bring controls to streets currently unprotected by the CPZ. We are suggesting that the new controlled hours operate from 8am to 7.30pm, Monday to Sunday to help maximise space for existing zone residents across the week. Converting free bays to permit bays (or to paid parking, where sited near stores) will also deter long-stay parking by station users. An overview is shown on the plan provided. Why is this needed?
Extended Zone Boundary: The zone boundary established in 1997 leaves some pre-existing streets near New Southgate station unprotected. This can make it difficult for residents to park close to their homes and lead to dangerous and obstructive parking. Streets north of Arnos Park might also now benefit from inclusion, with historic levels of local parking demand likely to increase as a result of new homes planned around Arnos Grove station.
Extended Controlled Period: The existing one-hour weekday controls (11am to noon) remain largely effective at deterring commuter parking on weekdays. However, extended controls would help reserve parking space for residents throughout the day and at weekends, when demand for space can also be high, particularly when events are taking place at nearby stadia.
Permit prices:
Resident and visitor permits: Annual permit prices for an all-day parking zone, shown below, are double those of a single hour zone and are set to ensure that schemes fully cover their operating costs. To be eligible for a resident’s permit you must live in the CPZ and have a vehicle registered at your address. Resident’s permits are limited to three per person. Visitor permits are also available for everyone living in the CPZ.
Business permits: Bays for business permit holders are proposed, with a layout and level of provision roughly equivalent to the existing facilities. Requests from traders for additional bays can be considered. In all day zones business permits are priced at £920 per year, £230 for 3 months.
Blue Badge Holders and Carers: Blue badge holders living in the zone can apply for their annual permit free of charge. Nurses etc. needing to visit clients within any Enfield Council parking zone can apply for an essential user permit, so the extended controls should not hinder care visits. Visitors providing routine care to family members based in the zone can also apply for an annual permit, as priced below.
